If they violate the commitment, please handle it according to law." The sample of the Letter of Commitment was jointly prepared by Shenzhen Post Administration and Shenzhen Public Security Bureau Traffic Police. Precondition of commitment: "The express company promises to purchase (lease) new energy micro electric vehicle trucks and meet the requirements of new two wheel electric bicycles with different quantities for filing".

The Letter of Commitment proposes that if the electric (motorized) tricycle is still used after 1 or 2 months, the quota of the Company will be reduced by 30%. 2. The recorded vehicles (two wheeled electric bicycles) shall be purchased by the express company and insured. The recorded vehicles shall not carry people in violation of regulations and shall not be used for activities unrelated to distribution. 3. When using a two wheel electric bicycle that has been filed, the driver must wear a QR code management certificate, a reflective vest, and a safety helmet. The first five express companies have signed the Letter of Commitment: Shunfeng Express, Deppon Logistics, Jingdong, **** Store and Xinfeng Logistics. Ps: The signing ceremony of the first batch of Letter of Promise was held in Shenzhen Traffic Police Bureau on the morning of May 5, "The date of signing the next batch of Letter of Promise has not been determined."

It is reported that as of March 23, 2012, the number of vehicles registered in Shenzhen's special industry has reached 38000, including nearly 13000 in the express industry. In Shenzhen's action of "banning electricity and restricting motorcycle use" from late March to early April this year, the traffic management department has increased the quota of 5000 electric bicycles for filing. An executive of an express company disclosed that he received the notice of the meeting at the end of April. "At present, the quota of electric bicycles of express companies is far from enough, except for Shunfeng Express. If the Letter of Commitment is signed, the relevant departments will be equipped with quotas that basically meet the operational needs; if not, there will be no quota." The Letter of Commitment formulated by Shenzhen Post Office and Shenzhen Traffic Police Bureau has also aroused questions from some express delivery practitioners. A senior executive of an express company raised the following three questions and called for a hearing: 1. Can the letter of commitment replace laws, regulations and national standards? Why did Shenzhen rush to sign the letter of commitment when the national standards were issued for comments? Ps: On April 8, the draft of the national mandatory standard Technical Requirements for Electric Tricycles for Express Delivery, which was drafted by the State Post Office, was officially released for public comments. 2. Who will bear the loss of so many electric vehicles forced to be eliminated at one time? Ps: 13000 vehicles * 4000 yuan/set=52 million yuan, which is equivalent to one month's salary thrown away by all express boys in Shenzhen. (Based on 13000 express tricycles in 2012, calculated at 4000 yuan each, the number of express electric tricycles has exceeded this figure.)? "Because our Shenzhen company asked the couriers to bring their own cars to join the company in the early stage, many couriers spent more than 3000 to buy electric tricycles, and now let them scrap and replace them. Of course, they are very resistant, and let the company bear all the costs of replacing the two wheelers. The cost pressure is really too great." Express comments: The regulatory authorities can require industry members to eliminate all electric (motorized) tricycles within two months, regardless of whether all companies borrow money or credit, and regardless of all stakeholders' jobs, we cannot refuse; Can the industry require all regulatory authorities to build all supporting facilities, implement all supporting policies and improve all subsidies within two months? We have no answer.

Advantages of new energy express vehicles: green, safe and comfortable, large cargo capacity, wind and rain protection, smooth driving, zero emissions, low operating costs... New energy express vehicles are cold in the market: 1. If they cannot get on the local license plate for various reasons, they cannot apply for subsidies, and the annual review will be more complex; 2. It is inconvenient to charge, and it is unsafe to charge for a long time, which may cause fire and explosion; 3. The cost of new energy vehicles is high. Several large new energy vehicles cannot enter the city, let alone go through the streets; 5. You need a driver's license to drive a car. Many couriers have not obtained a driver's license.
