Premier Li Keqiang Demands Government Departments to Purchase Electric Vehicles

Chinese Premier Li Keqiang has asked government departments and public service departments to buy more new energy vehicles from this year. Li Keqiang said at the meeting of the State Council that the electric vehicles purchased by government agencies, public transport and taxi companies, environmental sanitation and logistics departments must account for more than 50% of the new sales of electric vehicles throughout the year. This goal is much higher than the guidance document issued by the State Council in 2014. At that time, it was required that the new energy vehicles purchased by the above departments from 2014 to 2016 should account for more than 30% of all new energy vehicles. This new requirement is the latest measure taken by the government to promote new energy vehicles. The national standard of low speed electric steam is ready to come out. Zhengzhou Electric Steam is ready to be licensed.

On April 19, the National Standardization Administration issued the draft of Technical Conditions for Four wheel Low speed Electric Passenger Vehicles for comments. In the near future, Zhengzhou will be able to license low-speed electric vehicles. "In 2015, the sales volume of low-speed electric vehicles in Zhengzhou downtown was about 6000. By the end of 2015, the number of low-speed electric vehicles in Zhengzhou downtown was between 20000 and 25000." Yuan Ziliang said that compared with oil burning cars, low-speed electric vehicles (also known as micro electric vehicles) are not expensive. The cheapest one is only 10000 yuan, and the most expensive one is about 60000 yuan. Moreover, they are small and slow in the city. They are more suitable for elderly people and women to drive. It is precisely because of the need of the market that, since November 1, 2015, Xuchang, Luoyang, Shangqiu, Jiyuan, Xinyang, Jiaozuo, Zhumadian, and Kaifeng, eight cities under the jurisdiction of the province, have agreed to license electric vehicles, and the local finance has also subsidized consumers who purchase electric vehicles by 10000 yuan. Gansu issued an implementation plan to accelerate the construction of electric vehicle charging infrastructure. Recently, the General Office of the provincial government issued the Implementation Opinions on Accelerating the Construction of Electric Vehicle Charging Infrastructure.

The Implementation Opinions put forward that our province will appropriately advance the layout and construction of charging infrastructure in accordance with the requirements of "pile stations first". By 2020, a charging infrastructure system that is moderately advanced, with vehicle piles and reasonable layout will be preliminarily built to meet the charging demand of more than 30000 electric vehicles, and a unified, open and orderly competitive charging service market will be basically formed. The Implementation Plan specifies that our province will also give priority to relying on the service areas along the Gansu section of Lianhuo, Beijing Tibet, Qinglan, Fuyin and other expressways to carry out the pilot construction of fast charging and changing power stations, strengthen the planning and connection of charging infrastructure among key cities in Lanzhou, Baiyin, Dingxi, Tianshui, Jiuquan, Jiayuguan and other provinces, and gradually promote the construction of intercity fast charging networks along national and provincial highways, Strive to initially form an intercity fast charging network connecting major cities by 2020 to meet the needs of electric vehicle intercity travel. Shanxi Shuozhou management measures will be issued, and it is inevitable to register. According to reliable channels, in order to accelerate the development, promotion and application of the electric vehicle industry, and implement the decisions and arrangements of the central government and Shanxi Province on promoting the development of the new energy vehicle industry, Shuozhou City, Shanxi Province, has formulated the Interim Measures for the Administration of Electric Special Vehicles and Passenger Cars in Shuozhou City, which will be released in the near future. The electric special vehicles and passenger vehicles (hereinafter referred to as "electric vehicles") mentioned in these Measures refer to professional, passenger and freight four wheel electric vehicles powered by on-board power supply, with speed ≤ 70km/h, driving range ≥ 70km, and meeting the requirements of national safety technical standards. The Measures set out requirements for the management of electric special vehicles and passenger vehicles in terms of technical requirements, production enterprise filing, product testing, product filing, operation management, sales management, etc. From June 1, Hebi citizens can drive low-speed electric vehicles on the road. Recently, good news about low-speed electric vehicles came frequently. On May 3, it was learned from the Henan Electric Vehicle Chamber of Commerce that Hebi City will license low-speed electric vehicles from June 1. So far, there will be nine cities under the jurisdiction of the province that can drive electric vehicles. It seems that Henan is one step closer to lifting the ban on low-speed electric vehicles. Once this event is completed, there will be 9 cities under the jurisdiction of Henan Province that can license low-speed electric vehicles. Since November 1, 2015, Xuchang, Luoyang, Shangqiu, Jiyuan, Xinyang, Jiaozuo, Zhumadian and Kaifeng have all licensed low-speed electric vehicles.

Although the country has issued a draft for comments, the number of companies that can gain access still depends on the strength of major auto companies. However, whoever finally gets market access will undoubtedly promote the development of micro electric vehicle industry. In the future, no matter in terms of product testing or sales management, no matter in terms of technical conditions of vehicle models or right of way issues, they will move towards standardization, and the era of micro electric vehicles will surely come.
